Transition from the Workforce Investment Act (1998) to the Workforce Innovation and Opportunity Act (2014)
President Barrack Obama signed the Workforce Innovation and Opportunity Act (WIOA) (Pub. L. 113 -128) into law on July 22, 2014. WIOA is landmark legislation designed to strengthen and improve our nation’s public workforce system and help get Americans, including youth and those with significant barriers to employment, into high - quality jobs and careers. WIOA supports innovative strategies to keep pace with changing economic conditions and seeks to improve coordination between the core WIOA and other Federal programs that support employment services, workforce development, job training, adult education and literacy, and vocational rehabilitation activities. WIOA supersedes the Workforce Investment Act of 1998 and amends the Adult Education and Family Literacy Act, the Wagner -Peyser Act, and the Rehabilitation Act of 1973. In general, the Act takes effect on July 1, 2015, the first full program year after enactment, unless otherwise noted. The U.S. Department of Labor (DOL) will issue further guidance on the timeframes for implementation of these changes and proposed regulations reflecting the changes in WIOA soon after enactment.
